Technological innovation is creating new solutions for the development of services for the benefit of humanity. But, the complexity of technology is setting up also obstacles to access to public services, at least for those who are affected by the so called “digital divide”. In addition, the use of data from governmental authorities may cause a “big brother effect”, being perceived as a supervision of all human activities.
